                   JanLokPal Bill will not end Corruption.

‘Politics is the oldest profession of this world. It started when men tried to show dominance on others. Functional Politics is not been taught anywhere on this globe. I would advice Prof G.K Rai to start a new Centre i.e. Centre of Politics. Where floor, legislative, funds, campaigning management should be trained. It is an immediate need for this move. The change which has taken place in last four decades has not even in hundred years. In spite of lots of economic problems we are united. Our constitution is still running. All constitution of the world which was framed after 2^nd World War had been changed or renovated. India is the largest and functional democracy of this world. We have more than 74 crore voters which is bigger than even adding all commonwealth countries voters. All of us are aware of the fact that in many state of north east Over-ground governments and I.A.S officers pay to underground elements to run government smoothly. Government can never reject there orders. In many tribal places a family which has four women have only one sari to wore. English saying is we are standing at crosswords but in our case there is no way. We are one of the corrupt nations. Every politician of this country has filled their lockers with loads of money. None of us at this minute is proud to say that we are Indian.  Now politics is been done by divide and rule policy. Parliamentarians have turned dark from fair. Still our country is running on English Model. Politics has become lucrative i.e. maximum profit in minimum time. Media is not fully independent like it was formerly. Ministers contradict each other. To state JanLokPal bill as corruption bill is wrong. Commoners supported the so called Anna movement because the impression was that this would end corruption. But it isn’t true. There is need for change in system. 78% current parliamentarians in our country have got less than 12% votes. So system should be amended not the constitution. We have 1350 political parties and this number is increasing day to day. 300 parliamentarians are millionaires and 153 have criminal cases pending according to their declarations. The question is not whether Prime Minister should be under LokPal but why we have parliamentarians who are corrupt. System is not precise. In selecting candidate there is no role of the commoners. No candidate should be elected who has got less than 50% of votes. Because of excellent polling system we can have polling the very next day. And lastly every being should understand their role for the country. ’ - these lines were delivered by Subhash. C. Kashyap, an eminent political scientist and constitution expert, who was speaking on State of Governance- The Road Ahead, as the third speaker in the lecture series ‘Transcending the Obvious: Explorations of Contemporary India’ of Institute of Professional Studies, University of Allahabad on Saturday, December, 17, 2011.

At the guest house auditorium of University of Allahabad the function started with welcome address by Prof. G.K Rai, Director, Institute of Professional Studies, University of Allahabad who welcomed Mr. Kashyap and also explained motive of lecture series. He also articulated the connection of Mr. Kashyap with Allahabad and his life. After this the second addition of ‘Journal of Media Studies’ which is published by Institute of Professional Studies, was released. Mr. Umesh Narayan Sharma, President, Bar Council, Allahabad High Court , presided the function. After the lecture he said there is no commitment in politicians to run our system.  And I wholly accept idea of Mr. Kashyap to start Centre for political training. As politics has now become profession.

Dhananjai Chopra, Course Coordinator, Centre of Media Studies, Institute of Professional Studies, University of Allahabad compared the function. Dr. Prashant Agrawal, Prof. A.K Srivastav, Dr. Hemlata Srivastav, Prof. Chattopadhya, Prof. R.R Tiwari, Prof. Sushil Srivastava etc were present. All teachers of Institute of Professional Studies, with students were also present in the function.
